IMPLEMENTASI KEBIJAKAN PELAYANAN ONLINE MELALUI APLIKASI “AKU MANDIRI” DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN OGAN ILIR
This study aims to describe the process of implementing online service policies through the "AKU MANDIRI" application at the Population and Civil Registration Office of Ogan Ilir Regency by taking into account the factors that influence it. This study adopts a qualitative approach using the framework developed by George C. Edward III. Sources of data in this study are primary data and secondary data. Data collection techniques were carried out through interviews, documentation and observation. The results showed that the implementation of the online service policy through the "AKU MANDIRI" application at the Population and Civil Registration Office of Ogan Ilir Regency was running well, but not optimally. This is caused by several supporting factors and inhibiting factors. The inhibiting factor is that the socialization carried out has not been comprehensive to all villages in Ogan Ilir Regency, from 227 villages, only 126 villages have been socialized so that many people do not know about the "AKU MANDIRI" application. While the supporting factors come from resources that have been running well in terms of quality and quantity where all operators are sufficient in number and have followed technical guidance, the attitude of the implementor is fast in processing submissions made by the community and the existence of a bureaucratic structure that is in accordance with the division of tasks and their respective functions. The researcher recommends conducting further research using a larger number of informants to maintain better data accuracy and using other more complex theories so that the research results obtained can be more effective and efficient in describing the actual situation in the process of implementing online service policies through application.
