This study aims to find out how the effectiveness of the use of the non-cash food assistance program budget on the welfare of the community in Semambu Island Village, Ogan Ilir Regency. This research is motivated by the high poverty rate in Indonesia. The effectiveness of the use of non-cash food assistance program budgets on the welfare of the community in Semambu Island Village, Ogan Ilir Regency uses Mardiasmo theory with indicators of effectiveness measurement consisting of the achievement of goals or targets, output (output), and outcomes (results). The research method used is a qualitative research method. Data collection techniques through observation, interviews, and documentation. The results of this study interpret that in the aspect of accuracy of program goals have not been done optimally. Aspects of output (output) from BPNT related to improving food security, there is an increase in food security from BPNT participants. In the aspect of results (Outcame) bpnt program has also improved inclusive finance, transparency and accountability. Based on the results of the analysis related to the effectiveness of the use of bpnt budget from the dimension of results (outcome) has been effective, because there is a change in socio-economic conditions in BPNT participants. The achievement of the results of the BPNT is because bpnt participants understand the balance of nutrition as nutritional intake in family food security has an impact on changes in socio-economic conditions of BPNT participants.
