EFEKTIVITAS JAMINAN PRODUK HALAL SEBAGAI UPAYA PENGEMBANGAN USAHA KULINER KHAS DI KABUPATEN OGAN ILIR
The research entitled "The Effectiveness of Halal Product Guarantees as an Effort to Develop a Traditional Culinary Business in Ogan Ilir Regency" was backgrounded by the problem that many culinary business products in Ogan Ilir Regency that does not have halal certificate guarantees. This research aims to determine the Effectiveness of halal product guarantees as an effort to develop a traditional culinary business in Ogan Ilir Regency. This research method is a description with a qualitative approach. The data collection techniques used are observations, interviews, and documentation. In this research, the author used the theory of Effectiveness according to Richard M. Steers, in which there are three indicators to assess Effectiveness, i.e., inputs, throughput, and outputs. The results showed that the guarantee of halal products that became the focus of the Ministry of Religion had not run effectivel, because the number of culinary business actors who already have halal certificates are 20 business actors from a total of 728 business actors in Ogan Ilir Regency or only 0.003%. It is caused by many culinary business actors who do not know the regulations about culinary products must be equipped with halal certificates, do not understand the registration and management mechanisms, and there are no special sanctions for business actors who have not been equipped with their products with halal certificates. The suggestions recommended in this study are to form a halal product assurance task force in Ogan Ilir Regency, conduct direct and systematic data collection regarding the number of business actors who already have halal certificates, what is the total number of culinary business actors in Ogan Ilir Regency and what stage have they reached. the development of the business being carried out, then providing a budget to the Ministry of Religion or the Ogan Ilir Regency task force to organize a halal product guarantee program and carry out routine evaluations of the implementers of the halal product guarantee program.
