ANALISIS IMPLEMENTASI KEBIJAKAN PROGRAM PELAKSANAAN VAKSINASI COVID-19 DI PUSKESMAS PASAR UJUNG BATU KECAMATAN SOSA KABUPATEN PADANG LAWAS PROVINSI SUMATERA UTARA TAHUN 2021
The COVID-19 vaccination program was established to realize group immunity and reduce the number of cases caused by COVID-19. This research was carried out because the number of COVID-19 vaccination coverage in the working area of the Pasar Ujung Batu Health Center was still low. This study aims to analyze the implementation of the COVID-19 vaccination program policy at the Pasar Ujung Batu Health Center, Sosa District, Padang Lawas Regency. Using a qualitative design. Informants were selected by purposive sampling technique with the number of informants as many as 15 people. The triangulation validity test presented uses the source triangulation method by checking information from interviews, triangulating data obtained through documentation, observation, and interviews from informants and the last triangulation method using methods to collect data. The theory used by George C Edward III with indicators of Communication, Resources, Disposition and Bureaucratic Structure. The results of this study indicate that from the communication component, the Clarity and Consistency indicators have been running well, from the Resources component to the Facilities indicator, the indicators for Staff and information have not been maximized. Then from the disposition component of the indicator of a good Implementing Attitude, it shows the percentage increase in participant visits which has increased from the previous month, as well as from the components of the Bureaucratic Structure, namely SOPs and coordination have been implemented. The conclusion in this study is that the implementation of the COVID-19 vaccination program policy at the Pasar Ujung Batu Community Health Center has not gone well because in its implementation there are still several indicators that experience obstacles, namely communication and resources. Suggestions are given by increasing the dissemination of information by utilizing social media technology, empowering human resources and cross-sectoral roles in assisting the implementation of vaccines.
