This study aims to provide a holistic view for the government and business actors in the pearl craft industry by formulating the upgrading strategy undertaken by the research subjects, Lombok Paradise PT Nusantara Multi Jaya. The theory of global value chain analysis is used to identify the policy rents from central government and formulates an upgrading strategy for research subjects through research on rent, governance, and upgrading conducted. The study used descriptive qualitative research methods. The study used primary data obtained from one of the coach resellers of research subject and secondary data obtained from documents, articles, reports, electronic books, news, and internet-based research. The result of the study found that the pearl upgrading strategies of Lombok Paradise PT Nusantara Multi Jaya to increase international competitiveness are to maximize governance by utilizing the relationships of actors in the value chain to produce output in the form of pearl jewelry and product upgrading by adding value to raw pearls into a product. This strategy is considered successful in getting business actors in the pearls craft industry to participates in global value chain as the producers of final product. Both central government and regional government of NTB are currently considered to have involved themselves in increasing the international competitiveness of the pearl craft industry.
