STRATEGI KOMUNIKASI PERSUASIF PEMERINTAH KOTA PRABUMULIH DALAM MENGAMPANYEKAN GERAKAN REDUCE, REUSE, RECYCLE (3R)
In various cities and regions in Indonesia, waste is still a major problem for the government in handling it from year to year, especially in Prabumulih City. The Prabumulih City Government believes that there needs to be a good synergy of cooperation between the government and the community. A good synergy of cooperation is based on good communication between one party and another. This study examines the persuasive communication strategy of the Prabumulih City Government in disseminating the reduce, reuse, and recycle (3R) movement. This study explains the implementation of strategies in the form of actions from the government how to invite other parties in handling waste problems in the city of Prabumulih. This study also analyzes every step taken by the government to socialize the strategy to the public. The theory used in this research is the theory of persuasive communication strategy by Soemirat and Suryana, there are 4 dimensions, including specification of persuasion objectives, identification of target categories, formulation of persuasion strategies, and selection of persuasion methods to be used. This study uses a qualitative method approach that will produce descriptive data in the form of words from the results of in-depth interviews with selected informants. Data collection in this study was carried out by observation to see firsthand how the Prabumulih City Government's strategy in communicating the 3R movement to the community. In addition, there is also documentation in the form of photos supporting the results of the researcher's observations. The results show that the Government has implemented a persuasive communication strategy based on these four dimensions, this can be proven by Prabumulih City being the lowest waste-producing city in South Sumatra Province.
