This research is motivated by the not yet maximal management of the SIKITO application at the Regional II Higher Education Service Institution. This is because the duties and responsibilities of each member of the IT developer are not included in the decree for the formation of an IT development team, and the application features are not in accordance with electronic system standards based on laws and regulations. This study aims to determine the activities of managing the SIKITO application at the Regional II Higher Education Service Institution. The method used in this research is qualitative method. This research technique was conducted through in-depth interviews, observation and documentation. This study uses the theory of management or management by George R. Terry. George R. Terry's theory emphasizes on 4 dimensions to measure management so that it can run optimally, namely: planning, implementing, organizing, and supervising. The conclusion of this study is that the management of the SIKITO application has not run optimally so that it is necessary: (1) the contents of the SIKITO application should refer to Law Number 25 of 2009 concerning public services Article 23 paragraph 4 in accordance with the standardization of electronic-based information systems, (2) updates or innovations are carried out and complete the contents of available menu features in accordance with the standards of Law Number 25 of 2009 concerning public services, (3) planning in advance the formation of an IT development team so that there is no delay in the formation of an IT development team, (4) include the duties and responsibilities of each IT development team so that the team understands their respective duties and responsibilities and is able to carry out their duties and responsibilities as they should, (5) Regulation of the Minister of Home Affairs Number 6 of 2007 article 10 concerning Technical Instructions for Preparation and Determination of Service Standards which should be a reference in managing electronic information system in the form of applications, especially in the management of the SIKITO application.
