In the process of recording correspondence at the Administration section of Puskemas Celikah, Ogan Komering Ilir Regency, it has not utilized technology, in other words the recording process still using a pen and a book of letter agenda. The method used in this study is the research and development method and will be supported by the waterfall model method to build the system needed in the administrative section, especially the letter recording process to obtain supporting data to build the required application, and use the waterfall system development method with the analysis stages. System, Design, Implementation, Verification, and Maintenance. The results of the study are in the form of an official letter management application that can be used to record incoming letters, record outgoing letters, archive official letters and make month-end reports. Based on the results of testing with the black box method, the application that has been built runs well and is in accordance with what the user needs.
