PENERAPAN MANAJEMEN RISIKO PADA SISTEM INFORMASI ADMINISTRASI KEPENDUDUKAN (SIAK) MENGGUNAKAN KERANGKA KERJA COBIT 5 FOR RISK (STUDI KASUS: DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA PALEMBANG)
The Department of Population and Civil Registration of Palembang City is an agency engaged in public services. In carrying out its business processes, the agency has implemented information technology in the form of the Population Administration Information System (SIAK). SIAK is an information system that provides services in the form of managing population administration information). During the implementation of SIAK, there will be some risks that can certainly cause losses if it continue to occur. Therefore, it is necessary to implement risk management in SIAK which aims to overcome, minimize and prevent risks from occurring again. The approach used in the implementation of risk management is the COBIT 5 for Risk because this framework is comprehensive and in accordance with the needs of the agency especially in terms of measuring the level of risk management. The comprehensive approach used to implement risk management COBIT 5 for Risk, specifically using domain APO12 (Manage Risk) because the framework suitable for the agency needs and able to create best practice for the problems. The result from this research were 16 risks identified. First, based on Information System (IS) components there were 3 hardware risks, 1 software risk, two network risks, 2 procedure risks, 2 data risk and 6 human resource risks. Second, based on COBIT 5 for Risk Framework, there were 5 risks with Very High level, 6 risks with High Level, and 5 risks with Medium Level. Finally, referring to the risk response, there were 5 risks need to be mitigated, 5 risks that need to be shared/transferred, and 6 risks that could be avoided.
