This study discusses the analysis of the operational cost management control system to obtain useful information for the Palembang City Procurement Bureau of Goods and Services as the basis for making decisions related to the interests of the company. The objectives to be achieved in this study are to determine and analyze the Effectiveness of the Management Control System for Operational Costs at the Palembang City Procurement Bureau of Goods and Services. This analysis begins by looking at planning, budgeting preparation, implementation of activities and work evaluation, then an analysis is carried out to find out the cause of the difference. Based on the results of the research above, it is recommended that digestion that has been prepared in such a way is expected to be carried out properly. The results showed that the operational cost management control system at the Palembang City Procurement Bureau in 2018, in 2019, in 2020 had been realized well and effectively. As well as in the preparation of budgeting for operational costs, it must be prepared correctly according to Standard Operating Procedures.
