This study aims to describe the form and meaning of speech acts in hate speech about covid-19 on the @kemenkes_ri instagram account through the perspective of forensic linguistics. The speech act used in this study uses the Austin’s speech act division, namely locutionary, illocutionary, and perlocutionary speech acts. Forensic linguistic studies are used to see whether there is a violation of the law in the utterances spoken by social media users on @kemenkes_ri instagram account. This study is a qualitative research using content analysis techniques Philipp Mayring. This research describes and analyzes document. Researchers use social media instagram as a source of research document, especially on the @kemenkes_ri instagram account. Meanwhile, the forms and the meanings of hate speech found are hate speech in the category of insults, unpleasant acts, spreading hoax, blasphemy, accusations, inciting, and defamation. Based on the results of this research analysis, it is know that the form and meaning of speech acts contained in hate speech are locutionary speech acts in the category of stating, assertive illocutionary category complaining, expressive illocutionary category criticizing, declarative illocutionary category ostracize and renaming, directive illocutionary category inciting, and perlocutionary speech acts.
