This research is a development research that aims to produce products in the form of chemistry questions based on Higher Order Thinking Skills (HOTS) acid-base titration material in the form of essays for student of class XI SMA that are valid and reliabel, and have level of difficulty and distinguishing power. The development model used is a test development model according to Mc. Intire with 10 stages of test development. Data collection methods used are validation sheets and tests. Based on qualitative data analysis, the items were declared eligible to be tested in terms of the overall validity value of 0,925 with a very high validity category in terms of construction, material, and languange aspects. Meanwhile, based on quantitative analysis, be produce 8 essay questions that are valid and reliable, and have a level a diffuclty and distinguishing power. The average validity value is 0,630 (high), the average reliability value is 0,755 (high), the average difficulty level is 0,505 (medium), and the average distingushing power value is 0,576 (good).
