The Objective of this research was to identify potency and inhibitant of ruminants livestock development conceming pasture availability and labours and analizyng the priority of ruminants goverment livestock agency in Lubuk Linggau South Sumatra.. This study was done ffom December. 2007 to Januari 2008. The data were taken trohugh survey and interview with the farmer and related govemment Service. Sistematic method was used in determining the coefficient of accommodate bog capacity (Hall et al, 1964). Calculation method used effective capacity calculation of ruminants population improvement (Livestock Directorate General, 1998).The result showed that value for effective capacity of ruminants population (KPPTR) in Lubuk Linggau us positive about 16.316,342 ST. Main priority the developing of ruminants livestock area in Lubuk Linggau are South Lubuk Linggau I, North Lubuk Linggau I, West Lubuk Linggau I, East Lubuk Linggau II, South Lubuk Linggau II, East Lubuk Linggau I, West Lubuk Linggau II, and the last North Lubuk Linggau II.
