This study aims to develop children's video stories on local cultural themes that have been tested for validity and practicality. The research method used is Research and Development, with a Dick & Carry development procedure, namely ADDIE (Analysis, Design, Development, Implementation, Evaluation). The study used the formative evaluation stages according to Tessmer, namely Self Evaluation, Expert Review, One to One Evaluation and Small Group Evaluation. The results showed that the percentage of material validity was 82.5% in the valid category and the media validity percentage was 95% with the very valid category, so that the average percentage was 88.75% with the "Very Valid" category. The validity of the material and media in terms of indicators in the form of content feasibility that discusses themes related to local South Sumatran culture, namely Pempek, Limas House, Gending Sriwijaya Dance, and traditional clothing, presentation of simple language, video display using characteristics in the form of traditional South Sumatran clothing, miniatures and complementary attributes, sounds and interesting digital visualizations to support children's understanding. The results of the average practicality percentage from one to one evaluation are 97.5% in the "Very Practical" category. And the average result of the percentage of small group evaluation is 96.25% with the "Very Practical" category. So that an average of 97% is obtained and is included in the "Very Practical" category. Practicality is seen from indicators that include the interest of children when watching videos with enthusiasm and pleasure, meaningful material, easy-to-understand video delivery through digital storytelling, and ease of use of media in learning activities. It can be concluded that the development of children's video stories with local cultural themes has been tested for validity and practicality, so it is feasible to use in real learning.
