It has been successful to develop a virtual laboratory electronic practicum guide on dynamic fluid materials to improve the understanding of valid and practical high school students' concepts. This research uses Rowntree development model which consists of three stages: planning stage, development stage and evaluation stage. The evaluation stage in this study uses the Tessmer formative evaluation stage which consists of the following stages: self evaluation, expert review, one to one evaluation, small group. Data collection techniques using walkthroughs and questionnaires. The level of validity of this virtual laboratory practicum guide was assessed by three experts, namely one expert in content aspect, one expert in linguistic aspect and one expert in design aspect. The results of the expert validation test of the virtual laboratory practical guide at the expert review stage obtained 96.6% content aspect data with a very valid category, 82.2% language aspect with a valid category, and 95% design aspects with a very valid category. Meanwhile, in the one to one evaluation stage, an average rating of 94.9% was obtained in the very practical category. In the small group evaluation trial stage, an average assessment result of 93.3% was obtained in the very practical category. Based on the results of research data on product development of virtual laboratory electronic practicum guides on dynamic fluid materials to improve understanding of high school students' concepts, they are included in the valid and practical categories and can be used as electronic teaching materials.
