This research is a research on developing higher-order thinking-based questions that aims to produce chemistry questions in the form of descriptions for class XI SMA/MA on ion balance material and relate the pH of the salt to a valid, reliable and determine the level of difficulty and distinguishing power. The development model used in this research is the Mc.Intire development model with 10 stages of development procedures. The data collection used is expert validation and tests. Based on the results of the test which resulted in 8 items based on thinking highly of the ionic balance material and connecting the pH of the salt in class XI SMA/MA which was valid with an average difficulty level of 0.470 (medium), the average discriminating power was 0.677 (good), the average validity is 0.681 (high), the average reliability is 0.727(high).
