The General Election Supervisory Agency (Bawaslu) of Ogan Ilir Regency in the matter of the supervision of the 2020 regional head election (Pilkada) campaign stages have several issues, their only reference to Circular Letter No. 0410/K.Bawaslu/HK.05/XI/2019; the disqualification of the 2020 Pilkada candidate pain in Ogan Ilir Regency; and the issuance of Constitutional Court Decision Number 48/PUU-XVII/2019. This study aims at discussing the following legal issues;1) Has Bawaslu implemented their supervisory function optimally in 2020 Pilkada in Ogan Ilir Regency, 2) What legal factors that hinder them carrying out their functions in the Pilkada?.3) What are legal implications of the monitoring function of the campaign stages with issuance of Constitutional Court Decision Number 48/PUU-XVV/2019 concerning Bawaslu on the level of Regency/City. It is normative study aims at answering legal issues holistically and systematically from the collections of legal materials and conclusions of which were drawn deductively. From the results of the study, it was concluded that:1) The implementation of the Bawaslu function in supervising the stages of of the 2020 Pilkada campaign in Ogan Ilir Regency had been optimally regulated in accordance with applicable laws and regulations. The implementation is carried out by mapping the supervision of stages adn sub-stages, vulnerabilities in the campaign stages, planning for the monitoring in an effort to prevent violations by providing appeals and instructions;2) legal factors that hinder the existence of regulations issued by the KPU are not clearly stated, detailed and specific, including PKPU No. 11 of 2020 Article 26 paragraph (1), Article 29 paragraph (1); PKPU No.4 of 2017 Article 38 paragraph (1), Article 40 paragraph (1); and PKPU Number 13 of 2020 Article 57 letter g, Article 88 C and Article 58 letter b and letter c;3) the implication of the Constitutional Court Decision Number 48 PUU-XVII/2019 is the establishment of Regency/City Bawaslu instituions through a selection process by Selection Team formed by the Bawaslu Of The Republic Indonesia, with a term of office of five years, the composition of which consists of five or three people in accordance with the egency/city size. The change in nomenclature from Panwas to Regency/City Bawaslu with permenent legal force has led to the issuance of Perbawaslu No.3 of 2020.
