The objective of this research was to identify potency and inhibitant of ruminant livestock population development conceming pasture availability and labours and analyzing the priority of ruminant govemment livestock agency in Banyuasin South Sumatera. This study was done from Agustus 2005 to November 2005. Calculation method used effective capacity calculation of ruminant population improvement (Livestock Directrorate General, 1998). The' result showed that the value for effective capacity of ruminant population (KPPTR) in Banyuasin is positive about 195.520 ST. Main priority the developing of ruminant livestock area are Talang Kelapa, Pulau Rimau, Banyuasin il, Rambutan, Muara Telang, Rantau Bayur, Banyuasin III, Betung, Banyuasin I, Muara Padang and the last Makarti Jaya.
