The objective of this research was to identifiy potency and (nhibitant of ruminant livestock development concerning pasture availability and labours as well as mapping and analyzing the priority of ruminant government livestock agency in Muara Enim South Sumatera. This Study was conducted from Agustus 2005 to November 2005. The data were taken trohugh survey and interview with the farmer and related government service. Sistematic method was used in determining the coefficient of accommodate bog capacity (Hall et a/, 1964). Processing data was done by using the effective capacity calcuiation of ruminant population improvement (Livestock Directrorate General, 1998). Based on observation and data processing, it is well known that the value for effective capacity of ruminant population (K.PPTR) is positive that is 12661,40 ST which shows that it still can be improved up to 16,24% from the previous population.
