This study aims to explain how it aims to study and describe the process of foreign policy formulation of Sultan Sulaiman Al - Qanuni , which occurred in the history of the Islamic sultanate , namely the Ottoman Empire . According to Rosenau , foreign policy is an action taken by government authorities to defend the interests they have or change those interests in the international community . The purpose of foreign policy is a function of the process by which state goals are formulated , namely the national goals of a country that affect society . This study uses the concept of factors influencing the formulation of foreign policy described by James N. Rosenau . Factors in influencing a country's foreign policy include idiosyncratic , governmental , societal , role and systemic . This study uses the Historiography method , which is a critical investigation of the conditions , developments and experiences in the past and considers quite carefully and carefully about the validation evidence from historical sources and the interpretation of these sources of information . The main steps in historical research , namely : problem definition , formulation of research objectives , formulation of hypotheses , data collection , data evaluation , interpretation and generalization and reports . The result of this research is that in formulating the foreign policy of the Ottoman Empire during the time of Sultan Sulaiman Al - Qanuni , it was carried out based on five factors , namely idiosyncratic , governmental , societal , role , systemic , relevant to the conditions at that time . This is evidenced by the success of Sultan Sulaiman Al - Qanuni in cooperating with the French empire which aims to destroy the European crusader powers by taking advantage of the divided conditions of the power of the European kingdoms at that time .
