The purpose of this study was to determine the factors that affect the implementation performance entitled “implementation performance of Director General of Pakis No. 91 of 2020 on Implementation Guidelines for the implementation of Islamic education in the Ministry of religion of Ogan Ilir regency”. The method used in this study is a description with a qualitative approach. Data collection techniques using interviews, observations, and documentation. Informants peneitian amounted to 8 people, 2 people from the Ministry of religious affairs, 1 person from BKPRMI, 1 person from BKPAKSI and 4 people from TPQ Indralaya Utara. Data analysis using data reduction, display and verification of data or conclusions. The results of this study indicate that the implementation performance of the Director General of Pakis No. 91 of 2020 regarding the implementation of the implementation of Al-Qur Education.'an has been done, but not maximized. It is caused by several inhibitory factors such as the dimensions of basic dimensions and policy objectives, policy resources, disposition, communication and the social, economic and political environment. This can be seen from the changes that occurred, namely the lack of information and communication regarding the licensing of the implementation of Al-Qur education.'an and no more socialization that should be done by the Ministry of Religious Affairs of Ogan Ilir regency to this TPQ Policy program and affirmation of this policy. In addition, the supporting factors are the characteristics of the implementing organization, the advice recommended in this study is to make policies regarding the administrative requirements of TPQ licensing and reinforce the existing learning curriculum and conduct pembinaa and routine evaluation of various TPQS in Ogan Ilir regency.
