As a maritime country, the Indonesian fishery sector is a marine resource that has an important meaning for the life of the Indonesian nation and people. The fishery sector has at least 3 roles for the state, namely a) as state income, b) a source of animal protein for the community, and c) providing employment. The availability of abundant fish in Indonesian waters has not been able to be managed optimally, there are several things that affect the performance of the Indonesian fishery sector, including rampant IUU fishing activities and the low level of fishery processing industry. Therefore, to improve and develop its fishery sector, Indonesia establishes bilateral cooperation with Japan. This study aims to get an overview of the bilateral cooperation process carried out between Indonesia and Japan in overcoming the problems faced by the Indonesian fishery sector in order to improve the performance of the Indonesian fishery sector and to find out the implementation of the cooperation that will be carried out by the two countries. There are two approaches used in this research, namely: a) The theory of international cooperation, referring to activities that cross national borders, and: b) The concept of bilateral cooperation, relating to activities carried out by two countries. meanwhile this research method is a qualitative method. The results of the study show that the cooperation between Indonesia and Japan in improving the performance of the Indonesian fishery sector is through the Indonesia Japan Maritime Forum which includes joint training and education in the maritime sector; exchange of information; and provision of infrastructure facilities. Then through the Japan International Cooperation Agency which includes the development of SKPT; and fishery processing industry facilities.
