IMPLEMENTASI REGIONAL REFUGEE AND MIGRANT RESPONSE PLAN (RMRP) FOR REFUGEES AND MIGRANTS FROM VENEZUELA DALAM MENANGANI KRISIS PENGUNGSI VENEZUELA DI KOLOMBIA TAHUN 2018-2021
Venezuela’s economic and political economic crisis caused a large exodus of its citizens to Latin American and Caribbean countries which caused the largest refugee crisis in the history of the region. The refugee crisis caused various problems experienced by refugees, thus UNHCR and IOM as an international organization dealing with refugee issues developed a blueprint that was used to overcome the existing problems, namely Regional Refugee and Migrant Response Plan (RMRP) for Refugees and Migrants from Venezuela. Colombia, which borders Venezuela, is the most affected country by the crisis. This study aims to find out how the implementation of the RMRP in Colombia, which is the most affected country by the Venezuelan refugee crisis, spans 2018-2021. This study uses the Refugee Coordination Model concept which has stages, namely Leadership, Strategic Planning, Coordination, Delivery of Services, and Resource Mobilization. The research method used is a qualitative-descriptive approach with data sources, namely secondary data obtained from reports related to the implementation of the RMRP on the R4V platform. The results showed that the RMRP in Colombia was well implemented in dealing with the crisis and problems of Venezuelan refugees by distributing aid in eight sectors namely WASH, Education, Integration, Multisector, Protection, Health, Food Security and Nutrition, and Multipurpose Cash which in the process encountered various obstacles and challenges such as the number of refugees who continued to grow, financial targets were not achieved, and the Covid-19 pandemic.
