Vanuatu is one of the countries that has been vocal in expressing its support and making accusations against Indonesia regarding human rights violations that occurred in Papua. As a result, other countries voiced their voice regarding the issue of human rights violations that occurred in Papua. This of course can be detrimental to the Indonesian state if it wants to cooperate with Pacific countries because the country's image is seen as bad in the international eyes. This study examines the public diplomacy efforts carried out by Indonesia to Vanuatu in reducing the tendency of separatism in Papua. The data sources used in this study are secondary data sources, which focus more on collecting data through literacy such as journals, books, annual reports, articles, written media, websites, and official documents. The theory used is public diplomacy with three indicators, namely daily communication, strategic communication, and development of lasting relationship. The result of this research is that Indonesia has made several public diplomacy efforts towards Vanuatu in reducing its tendencies related to the issue of separatism in Papua, including; publication of Indonesian government policies through the official Vanuatu government website, organizing Melanesian-themed activities, and conducting technical training with Vanuatu. However, Indonesia's public diplomacy efforts are still considered unsuccessful, because Vanuatu is still bringing up the Papua issue again at the 2020 UN Session.
