Cyber security has now become a security issue that is given further attention by the international community. Cyber threats that frequently cross countries and continue to unfold have made ASEAN through ARF on cybersecurity initiatives, seek to strengthen cyber security in the Southeast Asian region. This research was made to find out the efforts ASEAN have conducted in upgrading cyber security in the Southeast Asia region through the forum and whether there has been an increase in cyber security after these efforts. These problems will be analyzed through the Institutional Liberalist Theory from Keohane which sees the role of international institutions as actors who play a part in the international system. This research uses a qualitative approach using exploratory and descriptive research methods by using qualitative data and secondary data obtained through the literature from various sources. The results of this research are that ASEAN through ARF on Cybersecurity initiatives have attempted to improve cybersecurity through three indicators of institutional liberalism, specifically, providing information flow and negotiating opportunities, the ability to make reliable commitments and stepping up expectations about the solidity of international agreements. The ARF on cybersecurity initiatives was first held in 2006 and was reaffirmed in 2012. Through these efforts, there has been a fairly good improvement in cybersecurity in Southeast Asian countries. This can be seen in the Global Cybersecurity Index of Southeast Asian countries. However, these efforts are still not effective in solving cyber crimes directly due to the form of the cooperation which is still at the preventive diplomacy stage.
