UPAYA PEMERINTAH PROVINSI BALI DALAM PENANGANAN ANCAMAN PARIWISATA ZERO FARE DARI TIONGKOK
Zero Fare Group Tourism is a cheap tour package outside China owned by Chinese people. Zero fare group which is a threat to Indonesia. Zero Fare Group Tourism is considered to have taken advantage of loopholes in the lax Indonesian regulations. Regulations made regarding the use of electronic money (e-money) in Indonesia have not been regulated in legislation which results in unclear rules regarding procedures and regulations for foreign e-money. The analysis is needed as an effort by the Bali Provincial government in handling the threat of Zero Fare Group tourism from China by using several theories, such as the securitization theory to see this phenomenon as a new type of threat in the widespread international security theory, the cashless society theory to see the use of digital payment technology systems in a typical payment system used in zero fare tourism and the tourism industry to see the legality standards of a tourism package. Sources of data used in this study obtained from documents, observations and interviews. Besides that, supporting data was also obtained from internet facilities and visits to libraries. The results of this study explain that the Balinese government has made several efforts in handling the threat of zero fare tourism from China, namely: 1.) strengthening regulations, namely the establishment of Governor Regulation No.28 of 2020 concerning Bali Tourism Governance; 2.) Cooperation between the ASITA travel agency association and CNTA; 3.) Inspection, namely sweeping tourism activities from the airport to all tourist attractions in Bali to find illegal Chinese shops in Bali and seal them.
