POLITIK LUAR NEGERI INDONESIA DI ERA PEMERINTAHAN PRESIDEN JOKO WIDODO TAHUN 2014-2019 DALAM MEWUJUDKAN VISI MENJADIKAN INDONESIA SEBAGAI POROS MARITIM DUNIA
Indonesia as the pivot of world maritime is an ambitious ideal of the Joko Widodo government, 2014-2019. This topic, which will be discussed in this research as a continuation of his election campaign programme during the presidential election in 2014 is importantly taken into consideration. This research is intended to analyze Indonesia’s foreign policy during his first term of office (2014-2019) the President Joko Widodo government with a focus on the implementation of the idea of ‘Indonesia as the pivot of world maritime’. More spesifically, this reseach focuses on maritime diplomacy Indonesia carry on on bilateral and multilateral. The concepts of ‘international cooperation’, ‘foreign policy’ and ‘national interests are used to clearly describe the effort to realize the Indonesian vision of the pivot of world maritime. The data for this research were collected in the form of secondary data, from relevant books, journals, newspapers and internet and then are analyzed qualitatively. One interview is also done with an ex-Indonesian competent diplomat from the Indonesian Ministry of Foreign Affairs. The result of data analysis show that is found that Indonesia has initially strong intention to implement the maritime programme with making institutional and legal preparations. However, Indonesia’s dream of becoming the pivot of world maritime has not yet been completely implemented. Indonesia has certainly participated in some multilateral, trilateral and bilateral agreements concerning this maritime issues. On the contrary, Indonesia also encountered some obstacles, internally (in managerial and operational terms) and externally (negative responses from neigboring countries like Malaysia and Thailand). During his second term of office (2019-2024), the President Joko Widodo and vice President Ma’aruf Amin government must show its more creative and stronger diplomatic efforts to make his dream of Indonesia as the pivot of world maritime into reality.
