The aims of this study were: (1) To determine changes in social behavior before and after the COVID-19 pandemic occurred in poor farmers in Plaju Darat Village, Plaju District, (2) To determine changes in economic activity before the COVID-19 pandemic and after the occurrence of poor farmers in Plaju Darat Village, Plaju District, and (3) Formulating a farming development strategy during the COVID-19 pandemic for poor farmers in Plaju Darat Village, Plaju District. This research was conducted in Plaju Darat Village, Plaju District, Palembang City. The method used in this study is a survey method. The sampling method used is simple random sampling method where the number of samples is 32 samples. The data used is data from January 2020 to April 2021. The results of this study show that the changes in the social behavior of farmers in Plaju Darat Village experienced significant changes because before the pandemic they scored low and during the COVID-19 pandemic it turned high. There is no difference in the area of farmers' land before the pandemic and during the COVID-19 pandemic. During the COVID-19 pandemic, farmers' income decreased by Rp864,600,000 or 27%. For household food consumption, farmers increased by Rp2,696,000.00 or by 5.52%, while for non-food consumption it increased by Rp3,820,000.00 or by 12.6%. The development strategy is in the second quadrant, namely the diversification strategy
