PERATURAN PEMERINTAH REPUBLIK INDONESIA NO. 34 TAHUN 2021 TENTANG PENGGUNAAN TENAGA KERJA ASING DAN IMPLEMENTASI DI DINAS TENAGA KERJA DAN TRANSMIGRASI PROVINSI SUMATERA SELATAN
The increasing distribution of Foreign Workers in Indonesia is one of the effects of the Liberalization of Labor adopted by several countries. The international community, such as the World Trade Organization (WTO) at the global level and the ASEAN Free Trade Area (AFTA) at the regional level, is a significant indication of the globalization of world trade, which also includes the globalization of labor (labor liberalization). Therefore, several legal or regulatory policies are needed to bridge these activities in several countries as a guarantee for their proper implementation (Government Regulation of the Republic of Indonesia Number 34 of 2021). The theory used in this study is the Theory of Public Policy Implementation derived from Public Policy with Qualitative Methods and Primary and Secondary Data Sources, namely data-based documentation/important documents, books, important journals, internet-based and interviews with several representatives of resource persons related to the research. The analysis shows that the previous and current policy regulations do not have significant differences while still promising to have a more positive impact on the entry of foreign workers in Indonesia, one of which is the increase in the cost of levies, especially Muara Enim for the regional budget because it has been regulated in detail as well as the "Transfer of Technology” or “Transfer of Knowledge” Keywords: Foreign Workers, Policy Implementation, South Sumatra, Muara Enim, Indonesian Government Regulation Number 34 of 2021, Knowledge Transfer.
