This research is motivated by the fact that there are still many business actors who do not apply health protocols in pasar 16 ilir, palembang city, still lack of awareness and lack of knowledge about health protocols. this research uses the theory of ripley and franklin through three dimensions, namely the level of compliance, the smooth functioning of routine functions, and the realization of the desired perfomance and impact. in this study using a qualitative descriptive research method. the results of this study can be seen from the first aspect, namely the level of compliance of the implementors has not been going well, because the implementors have not required employees and visitors to use masks, have not provided hand washing facilities and have not installed barriers between workers and visitors. this has not run well due to lack of understanding of implementers and lack of awareness of the importance of implementing health protocols. in the aspect of the routine functional disorder. it has not been going well because at the time of implementing the policy there were problems that occurred so that the policy was not running smoothly. the existence of a health protocol policy has an impact on increasing productivity in both social and economic aspects.
