This research was conducted because there are still forest and land fires that occur almost every year in Ogan Ilir Regency and aims to analyze the implementation of land clearing policies without burning in Ogan Ilir Regency. This type of research is qualitative with a descriptive method carried out by means of interviews, observation and documentation. The theory used is the theory of Van Metter and Van Horn with dimensions of policy implementation performance, policy standards and objectives, resources, characteristics of implementing agents, attitudes or tendencies of implementers, communication between organizations, economic, social and political environment. The results showed that the implementation of the policy of land clearing without burning in Ogan Ilir Regency had been carried out but it was not in accordance with the specified regulations because there were still people in the target group who cleared land by burning. Suggestions related to the findings of the constraints described previously, namely conducting socialization to make the target group community aware so as not to clear land by burning and the need for renewal of Ogan Ilir Regency Regulation Number 6 of 2013 concerning Forest and Land Fire Control.
