Penelitian ini bertujuan untuk mengetahui seberapa sesuai proses penyusunan anggaran kegiatan menunjang fungsi pendidikan di Sumatera Selatan tahun 2020 terhadap peraturan-peraturan atau ketentuan dalam penyusunan anggaran pendidikan provinsi, serta faktor pendukung dan faktor penghambatnya. Penelitian ini dilatarbelakangi oleh hasil evaluasi Kementerian Dalam Negeri bahwa anggaran Fungsi Pendidikan di Sumatera Selatan belum memenuhi amanat undang-undang dan adanya potensi keterlambatan pembahasan Rancangan APBD tahun 2020. Model evaluasi yang digunakan untuk menganalisis evaluasi ex-ante pada penelitian ini adalah evaluasi CIPP menurut D.L. Stufflebeam dengan empat aspek yaitu analisis konteks, analisis input, analisis proses, dan analisis produk dalam proses penyusunan anggaran. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa penyusunan anggaran kegiatan menunjang fungsi pendidikan di Sumatera Selatan tahun 2020 masih belum sesuai dengan peraturan-peraturan atau ketentuan dalam penyusunan anggaran pendidikan provinsi. Faktor pendukung dalam penyusunan APBD berbasis kinerja adalah tersedianya aplikasi e-Sumsel yang dapat mengelola keuangan berdasarkan Anggaran Berbasis Kinerja dan Aparatur mengikuti pendidikan, pelatihan, dan bimbingan teknis. Faktor penghambat dalam penyusunan APBD berbasis kinerja adalah adanya keterlambatan pembahasan Rancangan APBD. Adapun saran penelitian ini yaitu BAPPEDA harus memperbaiki perhitungan alokasi fungsi pendidikan dengan menambahkan komponen anggaran Dinas kebudayaan dan anggaran Dinas Pariwisata dan membuat desain rancangan besar pendidikan di Sumatera Selatan, serta komitmen serius pemerintahan Sumatera Selatan dalam membahas APBD tepat waktu. Kata Kunci: Model, Evaluasi, CIPP, APBD, Anggaran, Berbasis, Kinerja This study aims to determine how appropriate the process of budgeting for activities to support the function of education in South Sumatra in 2020 against the regulations or provisions in the preparation of the provincial education budget, as well as supporting factors and inhibiting factors. This research is motivated by the evaluation results of the Ministry of Home Affairs that the education function budget in South Sumatra has not fulfilled the mandate of the law and the potential delay in discussing the 2020 APBD Draft. The evaluation model used to analyze the ex-ante evaluation in this study is the CIPP evaluation according to D.L. Stufflebeam with four aspects, namely context analysis, input analysis, process analysis, and product analysis in the budget preparation process. The research method used is a qualitative research method with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The results of this study indicate that the preparation of a budget for activities to support the function of education in South Sumatra in 2020 is still not in accordance with the regulations or provisions in the preparation of the provincial education budget. The supporting factor in the preparation of the performance-based APBD is the availability of an e-Sumsel application that can manage finances based on a Performance-Based Budget and Apparatus attend education, training, and technical guidance. The inhibiting factor in the preparation of the performance-based APBD is the delay in discussing the Draft APBD. The suggestion for this research is that BAPPEDA should improve the calculation of the allocation of education functions by adding a budget component of the Department of Culture and the Tourism Office budget and making a grand design for education in South Sumatra, as well as a serious commitment of the South Sumatra government in discussing the APBD on time.
