The Objective of this research was to identify potency and inhibitant of ruminants livestock development conceming pasture availability and analizyng the priority of ruminants goverment livestock agency in Kota Pagar Alam South Sumatera. This study was done from April to Juni 2007. The Calculation method are used effective capacity calculation of ruminants population improvement (Livestock Directorate General, 1998). The result showed that value for effective capacity of ruminants population (KPPTR) in Pagar Alam about 1446,9 ST. Main priority the developing of ruminants livestock area in Pagar Alam selatan, Pagar Alam Utara, Dempo Utara, Dempo Tengah and Dempo Selatan.
