The purpose of this research is to implement the policy of Governor Regulation Number 4 of 2019 concerning Guidelines for Processing and Marketing of Indonesian Standard Rubber Processing Materials Traded in South Sumatra Province and the factors that affect the process of implementing this policy. This study uses a qualitative method with a descriptive research approach. The data test process was in the form of interviews, observation, and documentation. The source triangulation technique was used to check the validity of the research data. The collected data were then analyzed using the process or flow policy implementation theory proposed by Thomas B. Smith. Result of the research showed that the implementation of this policy was still experiencing obstacles at the rubber farmer group level. There is a tension at the farmer group level with the prevailing regulations. This is because the traditional rubber farmer groups are still bound by debts and services to traders or rubber processing material brokers, so they cannot join UPPB which was formed by the government. In addition, the economic factor in the form of additional costs required to process rubber in accordance with recommendations is difficult for low-income farmers to implement.
