ABSTRACT The purpose of this research is to describe the process of preparing budget changes for new entrepreneurial activities during the covid 19 pandemic for budget year 2020 in department of manpower and transmigration of South Sumatera. The background of this research was about the budget changes for the a new entrepreneurial activities which resulted in the expenditure of goods and services and the entrepreneurs being trained was reduced in the volume of their activities and requiring the agency to make budget change in the current budget year, therefore it was necessary to examine how the process of preparing budget changes for new entrepreneurial activities using the concept from Deddi Nordiawan consists of four dimensions including organizational strategy making, goal making, activity making, evaluation and decision making. The research used qualitative method. Based on the result of data analysis process of preparing budget changes for new entrepreneurial activities during the covid 19 pandemic, it shows that there are adjustments in the budget targets and volume of activities in 2020 based on Presidential Regulation Number 72 of 2020. From the results of this study it is recommended that in the process of preparing budget changes it is better to be more communication and coordination with parties involved in the preparation of budget changes so that programs and activities can run better and budget realization can be maximized in the future are expected to maintain and improve performance in budgeting in the following years to be more efficient and effective in accordance with applicable regulation.
