ANALISIS PELAKSANAAN BANTUAN KUOTA GRATIS PADA MASA PANDEMI COVID-19 (STUDI PADA MAHASISWA JURUSAN ILMU ADMINISTRASI PUBLIK ANGKATAN 2019 UNIVERSITAS SRIWIJAYA)
This qualitative study aims to analyze the implementation of the free quota assistance program during the COVID-19 pandemic for students of FISIP Sriwijaya University (UNSRI). The research is focused on looking at the effect of content and policy context on the implementation of quota assistance for FISIP UNSRI students. Sources of data come from primary data and secondary data. Data were collected using interview, documentation, observation, and analyzed using interactive model analysis techniques developed by Miles and Huberman (2014) using Atlas.ti 9 software. The results of this study indicate that content and policy context are very influential in the implementation of free quota assistance. in the FISIP UNSRI environment. The implementing actors have carried out their duties properly in accordance with applicable regulations. The implementation of this program has caused the income of pulse traders to decrease. This free quota assistance is underutilized by students in supporting the online lecture process because students need more general quotas to find learning materials. In addition, some FISIP UNSRI students have not received this assistance because their cell phone numbers are no longer active, cell phone number cards are lost, and cell phone numbers are incorrectly entered. The researcher recommends that the government can provide quotas to students with only general quotas, but in this general quota there must be a filtering of which applications or webs can be accessed and which cannot be accessed by students. The government can set a policy of usage below 1 or 2 GB of no longer receiving assistance for the following month. Awareness of students to take advantage of this assistance needs to be increased again so that this program is more impactful.
