IMPLEMENTASI KEBIJAKAN KELOMPOK INFORMASI MASYARAKAT DI KECAMATAN INDRALAYA UTARA DAN INDRALAYA SELATAN OGAN ILIR
This study aims to describe how the implementation of the Office of Communication and Information in Ogan Ilir Regency in understanding the process of implementing the community information group program. Based on this, a regulation of the Minister of Communication and Information No. 8/Per/M.KOMINFO was formed as a government effort for the community through community information groups. It is a government program to seek the realization of an information society in Indonesia. This type of research is descriptive qualitative. The types and data used are primary and secondary. Data collection techniques were carried out through interviews, observation, and documentation. While the data analysis technique is done by collecting data, reducing data, presenting data and drawing conclusions. In this study using the Atlas.ti application. This research uses the theory of Donald Van Meter and Carl Vand Horn (1974) which suggests that the success of a policy is influenced by the variables of standard and policy objectives, resources, communication between organizations, characteristics of implementing agencies, social environment, economics and political support, and attitude of implementers. . From the results of the study, it can be seen that the implementation of the community information group program (KIM) at the communication and information technology office has not been carried out properly, even though the policy implementers have understood the standards and objectives of the policy and communication between implementing agencies has been well established, the implementation of the public information group policy (KIM) still has obstacles in the availability of resources, so that is what causes the community information group (KIM) policy to not be implemented in North Indralaya and South Indralaya sub-districts, Ogan Ilir Regency.
