BSTRACT This study aims to find out how to implement the premarital marriage guidance program in Ogan Ilir regency ministry of religion office. This method of research is description with qualitative approaches. Data collection techniques using interviews, observations, and documentation. The research informans were 5 people who were actor in ministry of religion office, 2 bride and groom, and 4 young people who were in Indralaya Utara district and Indralaya Selatan district. Data analysis uses data reduction, display, and date verification or conclusions. The results of this study are 1) Content of Policy has been implemented but is still not optimal because there are still many prospective brides who have not received guidance, lack of facilities and infrastructure, budget, lack of program socialization, limited resource persons and have not had an impact on divorce cases in Ogan Ilir Regency. 2) Context of Policy have been implemented but have not been maximized due to the absence of a special strategy from the actors in the field, the lack of responsiveness of the prospective bride and groom participants in following the guidance. 3) Performance of Policy Implementation, has been implemented but not maximized, access is inadequate, there is no website, the target frequency of 50 brides and grooms is not balanced with marriage events per sub-district, and the need for needs is not right on target.
