This study aims to determine the evaluation of Muara Enimlocal government policies on community development and empowerment programs by mineral and coal mining companies in Muara Enim Regency using the Stufflebeam evalution model, namely evalution of context, input, process, and product. This research is a qualitative descriptive study with the PPM program as the object of research from a mineral and coal company in Muara Enim Regency and from the data from the ESDM Departement ot South Sumatera. Data collection methods used are documentation studies and supported by interviews. Mineral and coal mining in Muara Enim Regency has not run optimally. Judging from the four dimensions of the evaluation, the First is an evaluation of the context that there are still companies in the mining business in Muara Enim Regency that do nit meet the PPM Program standards, the Second is an evaluation of the input that human resources have been fulfilled but the environmental rehabilitation of the mining area is not yet available and the facilities and infrastructure are limited to implement the PPM program, Third process evaluation that efforts to implement the PPM program are still carried out by the company with supervision from the government, Fourth product evaluation that there is no main reference or blueprint related to the PPM program so that in the preparation of the company there is no clear reference to the program.
