Program Indonesia Pintar (PIP) / Smart Indonesia Program is a program from the government of Indonesia allocated to the students who come from underprivileged families related to educational financing assistance in order to assist the implementation of equal distribution of education. The background of this study was the inaccuracy of targeting students who received the education assistance funds for Program Indonesia Pintar / Smart Indonesia program at SD Negeri 64 Palembang in the year of 2020. This thesis aims to analyze the effectiveness of the distribution of education asistance funds for Program Indonesia Pintar at SD Negeri 64 Palembang in 2020. In this study, the method used was descriptive qualitative method. The types of data used in this study were primary and secondary data. The data collection techniques were interviews, discussions, observations, and documentation. Then, the data was analyzed by using the atlas.ti application. The informants of this study were the school principal, the teacher who managed the Program Indonesia Pintar, and the parents of the students who received the education assistance funds from Program Indonesia Pintar. The theory used in this study was open system effectiveness theory from Richard M. Steers. The results showed that the distribution of education assistance funds of Program Indonesia Pintar at SD Negeri 64 Palembang in 2020 was not effective. This ineffectiveness was viewed in terms of the data collection process in which the school proposed the students to receive the education assistance funds for Program Indonesia Pintar by not selecting or screening properly the students who were eligible to be proposed as a recipient of education assistance funds of Program Indonesia Pintar.
