The purpose of this research is to define the efforts of Indonesia's public diplomacy that are carried out through the BIPA program in Austria. The BIPA program is an Indonesian language teaching program for foreign people both at domestic and abroad under Badan Pengembangan dan Pembinaan Bahasa, Ministry of Education and Culture. The purpose of this program in general is to increase cooperation between countries and in particular to internationalize the Indonesian language. There are approximately 36 countries that have implemented this program, one of which is Austria. This research uses the concept of public diplomacy explained by Nicholas J. Cull through six forms of diplomatic activity elements, which consist of listening, advocacy, cultural diplomacy, exchange diplomacy, international broadcasting, and psychological warfare. Tthis research method is descriptive with qualitative approach, while the data collected through interviews and documentation. The results of this research are that Indonesia's diplomatic efforts through the BIPA program in Austria have carried out five of the six public diplomacy activities according to Nicholas J. Cull, specifically listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting. The form of psychological warfare activity that is usually used during war is not found in this program because it is no longer relevant to use.
