IMPLEMENTASI KEBIJAKAN STANDAR KINERJA PELAYANAN OPERASIONAL PELABUHAN PADA PELABUHAN YANG DIUSAHAKAN SECARA KOMERSIAL DI PELABUHAN BOOM BARU PALEMBANG
This research is based on the results of the recapitulation of ships entering the new boom port of Palembang, from 1243 (one thousand two hundred and forty three) ships that entered there were 375 (three hundred and seventy five) ships that experienced queues and were late in getting ship operational services at the port new boom palembang. This can be seen from the purpose of the study, namely to determine the implementation of the regulation of the director general of sea transportation number: HK.103/2/18/DJPL-16 in 2016 based on the operational service performance standards of the new boom port. This study used descriptive qualitative method. Data collection techniques were carried out through interviews, observation and documentation. The results of the study can be concluded that the implementation of operational service performance standards policies at PT. Pelabuhan Indonesia II (Persero) new boom branch palembang seen from 2 approaches based on the implementation model of Randall B. Ripley and Grace A, on the compliance aspect, namely for understanding the implementor has gone well and the behavioral aspect of the implementor has not gone well, while for aspects of what happened and why for the four aspects that have been going well, namely on aspects (number of actors involved, clarity of goals, development and complexity of programs, and participation in all government units), on sub-aspects of uncontrollable factors that affect implementation has not gone well.
