Aceh is the largest cannabis cultivation area in Indonesia because in 2016 were found 482 hectares of cannabis land there, BNN formulated an alternative development program as an effort to change the land-based on humanist and development approach. The collaboration between BNN and ONCB Thailand saw the fact that Thailand has conducted a similar program. This study aims to discuss how the collaboration between the Indonesian National Narcotics Agency (BNN RI) and the Thailand Office of The Narcotics Control Board (ONCB) in the Alternative Development program in Aceh. With this research, it is hoped that becomes the basis for further learning in the study of alternative development programs carried out in Aceh. The research method used is a qualitative method with a descriptive approach. Data collection techniques carried out through interviews and literature studies revealed in collaboration between (ONCB) Thailand and BNN RI will create modernization in the alternative development project area in Aceh. The theory used is Liberalism Interdependence to find out how the dependence occurs in the cooperation that is built. The results of this study indicate that interdependence arises the modernization in the form of institutional capacity building, harmonization of interests, sharing of knowledge, and land conversion programs in the marijuana cultivation area in Aceh.
