This research is motivated by the large number of houses unfit for habitation in Prabumulih City, houses that are categorized as unfit for habitation because the walls of the house are still using boards and the floors and roofs do not meet the standard of livable houses so that they can endanger the safety of the building and the health of its occupants. This thesis aims to identify and describe the program of building unfit for habitation in Prabumulih City. The theory used in this research is the theory of evaluation according to William Dunn, there are six aspects in this research, namely effectiveness, efficiency, adequacy, smoothness, responsiveness, and accuracy. This research uses descriptive qualitative research methods. Data collection techniques used in this study were interviews, observation and documentation. The results of this study found that the construction program for unfit for habitation in Prabumulih City has been carried out well but there are still obstacles or problems in it, namely lack of costs, different quality of buildings and a long process of development stages. Efforts that can be made by the Prabumulih City Government are: First, the Government can provide additional costs so that the beneficiary community does not increase the cost of personal money. Second, the government should choose the quality of the building directly so that there is no difference in building quality. and Third, the government is expected to move quickly towards the process of implementing housing construction so that people do not wait a long time to repair houses.
