The accumulation of waste can cause environmental damage in an area. The more the population, the higher the amount of waste generated. Ilir Barat I sub-district is the sub-district with the most significant waste producer because the sub-district is a central area. Bukit Kecil sub-district has the highest number of waste disposal locations (TPS), namely 36 TPS. This study aims to optimize TPS placement in Ilir Barat I Sub-District and Bukit Kecil Sub-District by using the Set Covering Location Problem and p-Median Problem models with the help of LINGO 18.0 software. The results of the Set Covering model were solved using the Particle Swarm Optimization algorithm with Local Search. The optimal TPS in Ilir Barat District I are TPS Siguntang, TPS Jl. Bintang next to Bank Mandiri, TPS Jl. Puncak Sekuning, and TPS Jl. Anwar Arsad in front of Indomaret, with a total distance using the LINGO 18.0 software the same as the Particle Swarm Optimization algorithm with Local Search, 6,910 meters. Bukit Kecil Sub-District has optimal TPS, namely TPS Jl. Prince SW Subekti, Mayor's Office TPS, Block 30 Flats TPS, with a total distance using LINGO 18.0 software, is the same as the Particle Swarm Optimization algorithm with Local Search, which is 1,450 meters.
