The purposes of this research were : (1) to identily potency and inhibitant of ruminants livestock development based on pasture availability and labours, (2) to analize the priority of ruminants livestock development in Ogan Komering Ulu regency of South Sumatera. This research was done from April to June 207. The calculation method that used was effective capacity calculation of ruminants population improvement (Livestock Directorate General, 1998) The result showed that value for effective capacity of ruminants population (KPPTR) in Ogan Komering Ulu was positive about 263.649,06 ST. Main priority the developing of ruminants livestock area in Ogan Komering Ulu are Peninjauan, Lubuk Batang, Semidang Aji, Sosoh Buay Rayap, Ulu Ogan, Lengkiti, Baturaja Timur, Baturaja Barat, and Pengandonan.
