According to Porteus (2000:10), preferences are part of the decision-making component of an individual. And these components areperception, attitude, value, preferencetendency, andsatisfaction. These components influence each other in making decisions. Criteria that can be used to assess the level of security, safety, comfort and regularity. Each criterion can be broken down into sub-criteria, where the sub-criteria are quantitatively collected by collecting primary and secondary data. In this study, an assessment of people's preferences for this carried out Light Rail Transit and private cars for travel to the airport which is located at 13 LRT stations. In this study using the Technique for Order Preferences of Similarity to Ideal Solution (TOPSIS) method with a hierarchical order, the first stage is the assessment of the importance of the criteria against the four criteria by the community, then in the next stage the assessment of each criterion and sub-criteria is carried out based on observations in the field. The results of the calculation show that the order of criteria assessment starting from the highest is the comfort criterion with a weight value of 4, safety with a weight value of 3, safety with a weight value of 2 and regularity with a weight value of 1. Based on the overall criteria and sub-criteria assessment, the order of preference assessment on the mode is obtained. LRT transportation and private cars are LRT transportation modes with a preference value of 0.901 and private car transportation of 0.115. Based on the four criteria assessed, the LRT mode of transportation more than meets the standard of assessment in terms of the criteria of comfort, safety and regularity. For the mode of transportation that best meets the standard of security criteria assessment is a private car because there has never been a risk of crime. So from the results of this assessment, the service on the mode of transportation can be used as a reference for other modes of transportation to achieve the minimum service standard for people transportation.
