ANALISIS KEMANDIRIAN KEUANGAN DAERAH ANTAR KABUPATEN/KOTA DI PROVINSI SUMATERA SELATAN PERIODE 2004-2010

This study is aimed at identifying the self-sufficiency among countries/cities in South Sumatera viewed fforn their respective fiscal autonomy level, capacity, effort and capability. The data covered the years of 2004 to 2010. The results show that fiscal autonomy level of each country/city was very low (0%-10%) except Palembang that fell in that of low (10,1 %-20%). However, Palembang also fell in the veiy low level in 2005. Meanwhile, development of fiscal capacity fluctuated every year. Only countries of Ogan Komering Ilir, OKU Selatan, OKU Timur and Empat Lawang improved their fiscal capacity steadily. By average, Musi Banyuasin Country showed the largest one, OKU Selatan the lowest. The fiscal effort viewed from the regional gross domestic product fluctuated too. By average of fiscal effort, Lahat and Muara Enim countries did not show any elasticity as shown by Iess than 1% indicator. AII countries/cities did not show any fiscal capability; none feel in the first quadrant (the ideal condition).
