Nursing care is good if nursing care conforms to standards and helps patients achieve the goals of meeting their needs and being independent. Forms of nursing care in the form of assessment, diagnosis, planning, implementation, and evaluation. The medical record data of Siti Khadijah Hospital was obtained 70% wrote the diagnosis that appeared not in accordance with subjective data and objective data and 80% of them wrote the same intervention on the diagnosis that appeared even though there was a different diagnosis in the patient. One of the efforts that can be done to assist nurses in making nursing care plans is to take advantage of technological developments in developing expert system applications as a guide for nurses in making android-based diabetes mellitus nursing care plans guided by the IDHS, SIKI and SLKI. This study aims to develop applications, to determine the stages of making and operating applications, to measure the level of user satisfaction with usability testing. This research includes Research and Development research with the waterfall model. The results of the research application were successfully developed, the operation of the application went well using Android, usability testing obtained a percentage of 89.1% indicating the application was very feasible to use. It is hoped that the application of this expert system can assist nurses in making nursing care plans for patients with diabetes mellitus
