This research was motivated by the urge of a state to put some effort in order to achieve its national interest; that is energy security through the practice of energy diplomacy. Energy security should be accomplished through the availability of suffiecient energy for the state, which can be obtained out of exploration of domestic energy resources or importing energy from other countries. China is one of the country that fulfills the energy security needs through importing energy from other countries. In this research, the author aims to observe how China’s attempt in carrying out its energy diplomacy with Saudi Arabia during the leadership of President Xi Jinping. The theory that the author uses is Energy Diplomacy by Andreas Goldthau in order to explore China’s efforts to carry out its energy diplomacy in Saudi Arabia. Following from the theory, there are three indicators that become the focus of China’s energy diplomacy activities, thus are bilateral and multilateral cooperation, foreign direct investment and foreign aid activity. Through these three indicators, it can be said that China’s energy diplomacy was running smoothly with Saudi Arabia due to several factors. Aside of how energy diplomacy is being held by the state and government, however, the dominance of national oil company has a significant impact on China’s energy security. China’s national oil companies are authorized to participate in the activity of energy diplomacy as a way to expand further energy opportunities for the state and fulfill the national energy security. As for the three indicators exist, the provision of foreign aid somehow is not the main agenda in the energy diplomacy relationship between China and Saudi Arabia. However, despite the insignificant provision of foreign aid activity, China’s energy diplomacy in Saudi Arabia is remains to continuing and developing to this day.
